Avista serves eastern Washington, including Spokane, with its own heat pump rebates, separate from the west-side utilities, and they stack with the state HEAR program for income-qualified households.

Avista serves much of eastern Washington, including the Spokane area, as an electric and natural gas utility. Those customers are nowhere near PSE, so the rebate runs through Avista's own program. Get the utility right before you quote.
What Avista pays
Avista offers heat pump rebates that depend on the system and its efficiency, with more for income-qualified households. Because Avista also provides gas, the incentive can differ depending on what the heat pump is replacing, so confirm the current terms per job.
Stacking with HEAR
HEAR stacks on top of the Avista rebate for qualifying households, the same as everywhere else in the state.
